| HIST | Michael T. Chappell PAXVILLE - Michael Todd Chappell, 36, husband of Susan Kirby Chappell, died Sunday, December 16, 2012, in Sumter. Born November 1, 1976, in Sumter, he was the son of Diane McLeod Chappell and the late Michael Allen Chappell. He was a graduate of Francis Marion University where he was a member of the ATO fraternity. He was an avid stock car racer and member of NASCAR, a huge Clemson fan, and a member of Paxville Baptist Church. He was a quality control technician for Rea Contracting. He is survived by his wife of Manning; mother of Paxville; a step-son, Brendan Kirby of Manning; a brother, Ryan Chappell of Paxville; two special uncles, Ricky McLeod of Paxville and Edward Glenn "Bo" Chappell of Barrineau; and a special cousin, Leslie Lewis of Paxville. He was preceded in death by his maternal grandparents, Charlton Jr. and Annie Laurie McLeod; and paternal grandparents, Oscar and Val Chappell. A funeral service will be held at 11 a.m. on Wednesday at Paxville Baptist Church with Rev. Jimmy Casey officiating, assisted by Rev. Eugene Mosier and Rev. Mark Bishop. Burial will follow in Paxville Cemetery. Pallbearers will be Josh Powers, Kirk Corbett, Brian Ridgeway, Brad Privette, Dusty Hodge and Les Pack. Honorary pallbearers will be Richard Elliott, Neal Brown, Rod Mosier, Jay Lewis and Donnie Brown. Visitation will be from 6 to 8 p.m. Tuesday at Stephens Funeral Home and other times at the home of his mother, 1291 McLeod Road, Paxville. BY BRISTOW MARCHANT bmarchant@theitem.com A Sumter man has been charged with felony driving under the influence in the fatal wreck that killed a son of a member of the Highway Patrol. Billy Helms, 30, of 4850 Ribbon Road, was charged Sunday after investigators determined he was the driver of the vehicle that rolled over and killed 36-year-old Todd Chappell. Chappell was the passenger in the 2006 Chevrolet truck driven by Helms on U.S. 15 south of Sumter when the vehicle left the roadway and overturned at 4:45 a.m. Both Chappell and Helms were ejected from the car, according to the South Carolina Highway Patrol. Chappell died at the scene. Sunday's fatal wreck comes 17 years after Chappell's father, Lance Cpl. Michael Allen Chappell, was killed in the line of duty. The elder Chappell was pursuing a speeding vehicle on S.C. 261 near Paxville on April 17, 1995, when he apparently lost control of his patrol car and hit a tree. Because both men were thrown from the car, it was not immediately clear to the Highway Patrol troopers on scene which was the driver and which was the passenger. Investigators with the S.C. Highway Patrol and the Multidisciplinary Accident Investigation Team (MAIT) used the available information to recreate the crash and determined that Helms was the driver, according to Lance Cpl. Brent Kelly. Helms was reportedly injured in the crash that killed Chappell. It's unclear the extent of those injuries, but he was able to be charged with felony DUI resulting in death and booked at the Sumter-Lee Regional Detention Center later on Sunday.
