Garrett Jr., was transported to Joseph M. Still Burn Unit in Augusta, Georgia, on Thursday with second-degree burns to her face after an oxygen tank caught fire at their home at 2193 Lakeshore Road, several miles south of Manning, according to unofficial sources. Reports indicate she was first transported to Clarendon Memorial Hospital in Manning with what are considered non-life threatening injuries, but because of an underlying medical condition, she was transferred to Augusta as a precaution. Several fire engines and emergency response vehicles were at the Garrett home after the incident. No smoke or damage to the home was visible at that time. Clarendon County Fire Department Chief Frances Richbourg said the fire was reported at 10:39 a.m. Richbourg could not confirm what started the fire but said there was no explosion. "The fire was located in a bedroom area, and they were able to get the door closed, and that held the fire to that area," she said. She said firefighters mostly had to clear out smoke and clean up. She said she was unaware if anyone else was in the home at the time of the fire. The Clarendon County law enforcement community has already suffered through the loss of Clarendon County Sheriff's Office Investigator Holmes Smith, who died after a wreck in Alcolu on Nov. 5. Garrett Jr. and mother of Brittney Jean Garrett, died on Wednesday, July 29, 2015, following a valiant battle with pulmonary disease. She was born on April 11, 1959, in Kingstree. Strong in her faith in and love for God, Barbara did not fear death but mourned leaving a large family that she loved immensely. In addition to her beloved husband and daughter, her family includes two stepdaughters, Lamonda Garrett Sweat of Summerton and Christina Garrett of Florence; two step-grandchildren, Dorothy and Jake Sweat of Summerton; siblings, Jerry Braxton of Dillon, the Rev. Jessie Brock (Georgia) of Benson, North Carolina, Minnie Crum (Tony) of Raleigh, North Carolina, and Pat Lyons (Dennis) and Susie Judy (Tony), both of Manning; 14 nieces and nephews; and 18 great-nieces and great-nephews. Also left to mourn her passing are caregivers, Patricia Lloyd, Meronica Jackson and Bertha Higgins, whom she loved as family. She was preceded in death by her parents, Archie Tillman Brock and Eloise Braxton Cutter; and siblings, Frank Braxton, Leroy Braxton, Frances Kampf and Maryann Lyons. Barbara's greatest legacy to her family and friends was to appreciate the gift of time. She once said, "I believe that a person who has been given the diagnosis of a terminal illness really has a second chance in so many ways. For me, being ill has been good in many ways ... it has brought me closer to God, taught me a lot about forgiveness, and made me realize that one of THE most important things in life is TIME." Most of Barbara's early education was in the public schools of Clarendon County and she graduated from Dundalk Senior High School in Dundalk, Maryland. Outside of her family, Barbara's greatest pride was in her 24-year career in law enforcement communications. Beginning at the Clarendon County 911 Center, Barbara retired from the South Carolina Highway Patrol in 2013, where she served as communications manager for Troop 5, covering Florence, Dillon, Marion, Darlington, Marlboro, Horry, Georgetown and Williamsburg counties. She was named Telecommunications Operator of the Year once in Clarendon County and three times with the S.C. Highway Patrol. The Garrett family would like to especially thank Hospice Care of South Carolina and Chasity Coker. Their loving care was an incredible gift to Barbara, Randy and Brittney. She worked as a dispatcher for the Clarendon County 911 center, and retired from South Carolina Highway Patrol in 2013, where she served as communications manager for Troop 5, covering eight counties. She was named Telecommunication Operator of the Year once in Clarendon County and three times with S.C. Highway Patrol. "The loss of Mrs. Barbara has left our hearts heavy; she will be deeply missed and always hold a place in our hearts," said Clarendon County Sheriff's Office Maj. Kipp Coker. Lois Rao, president of Carolina Concerns of Police Survivors, had the opportunity to meet Garrett after a tragedy in her own family. Rao's son, S.C. Highway Patrol ACE Team Senior Trooper Michael J. Rao, died from injuries after being hit by a truck while assisting a motorist on I-95 in June 2002. Garrett was the dispatcher who handled that call, Rao said. "She was such a special person and very dedicated to her job," she said. "I am thankful I got the opportunity to meet her, Sheriff Garrett and their family. She will be missed by not only the county but also by the law enforcement community across the region and state." Clarendon County Council Chairman Dwight Stewart described Garrett as always having a positive outlook on life. "She suffered for a long time with dignity and grace," Stewart said. "This is a tremendous loss for the whole county." Manning Mayor Julia A. Nelson offered her deepest condolences on behalf of the city to Sheriff Garrett and his family. "Barbara was well-known and respected in our area and neighboring communities," Nelson said. "She fought a courageous fight and served as an excellent example as to how to make the best of an inevitable fate." Clarendon County Coroner Hayes Samuels described Garrett as a dedicated, caring and wonderful person to be around.
