SEGARS BISHOPVILLE -- John Kelley Segars died peacefully Wednesday, Oct. 30, 2008, after a long, valiant battle with cancer. Born June 15, 1947, he was a son of the late James Russell Segars and Nannie Catherine Kelley Segars. Mr. Segars graduated with a degree in secondary education and a master's degree in 1970 from Clemson University, where he was a Poole Scholar. He received an education specialist degree in 1974 from Georgia State University and a Ph.D. in educational psychology from Indiana University in 1976. His long career included work with the school districts in Lee, Sumter (assistant superintendent), and Darlington (director of testing and informational technology) counties; the Research for Better Schools in Philadelphia, Pa.; the Pee Dee Education Center; and the S.C. Department of Education. He retired in 2002 and began Segars Research and Consulting Service. He served as the state coordinator for the S.C. Education Policy Fellows Program. He co-authored publications for ASCD and Palmetto Administrator and made presentations at national meetings of AERA and ASCD. He was a member of S.C. Educators for the Practical Use of Research, the S.C. Association of School Administrators, the American Educational Research Association and Phi Delta Kappa. He was an avid, expert tennis player. He co-wrote the grant to build the first public tennis courts in Bishopville and one court was named for him. His interests included genealogy research. He co-authored several publications on churches, cemeteries and bridges in Lee County. Surviving are his wife, Patricia Smith Segars; daughter, Kelley Patricia Segars; beloved granddaughter, Lily Katherine Segars; sister, Janice Segars Tiller (Johnny); brother, James Russell Segars Jr. (Emma); uncle, Jack Segars; aunt, Josie Beasley; and five nephews. A funeral service will be held at 3 p.m. Sunday at Bethlehem United Methodist Church. Burial will follow in the Bethlehem UMC Cemetery.
