Born in Manning, she was a daughter of the late Oscar Goins and Jessie Mae Cubbage Goins. Mrs. Welch was first married to the late Charles Welch. She was a member of the Salvation Army Church. Surviving are a son, Charles Welch of Sumter; two daughters, Stacy Benenhaley and Linda Frierson (Mike), all of Sumter; two sisters, Lillie Mae Bell of Manning and Hazel Fuller of Atlanta, Georgia; six grandchildren, Brandon Brown, Ashton Benenhaley, Tylin Benenhaley, Leanne Welch, Joshua Welch and Kaelyn Welch; one great-grandchild, Chael Compton; and two beloved cats, Mia and Stormy. She was predeceased by five brothers, Franklin Weaver, Harold Goins, David Goins, Oscar Goins Jr. and Varnadoe Goins; an infant sister, Elizabeth Goins; and an infant son, William Benenhaley. Graveside services will be held at 2 p.m. Saturday in the Oak Grove Cemetery in Manning. Online condolences may be made at www.sumterfunerals.com.
