Born June 5, 1945, in Sumter, he was a son of the late Robert Edward Powell Sr. and Janie DuBose Powell. He was a member of Gateway Baptist Church and attended Westside Baptist Church. He served in the S.C. National Guard. He was employed by the City of Sumter for 14 years. Survivors include his wife of 52 years; a son, Robert L. "Bob" Powell Jr. (Ginger) of Sumter; three grandchildren, Austin Powell (Taylor), Taylor Powell (Lakin) and Laiken Welch (Spencer); six great-grandchildren, Chandler Powell, Landon Welch, Madison Powell, Maverick Powell, Easton Powell and Kash Welch; and three sisters, Margie Reagan (Bud) of Tennessee, Judy Bowers of Tennessee and Lynn Vining (Matt) of Sumter. He was preceded in death by a daughter, Stephanie Allison Powell. Due to circumstances surrounding the COVID-19 pandemic, a memorial service will be held at a later date. Memorials may be made to Prisma Health Richland Children's Hospital, 7 Richland Medical Park Drive, Columbia, SC 29203.
