By JOE PERRY jperry@theitem.com The South Carolina Highway Patrol has announced the promotion of a Sumter native and new captain who will oversee the Highway Patrol Training Unit, according to a recent news release. Capt. Norman A. Felder of Lexington began his career with the highway patrol in 1989, the release shows, and started out in Horry County, where he worked until 1999. At that point, he was promoted to corporal in the patrol's training unit and later to sergeant. Felder achieved the rank of lieutenant in 2007, overseeing the recruiting and employment sections of the workforce planning unit, where he coordinated the employment, recruitment and promotions operations. Felder has served as the lead instructor over physical training, defensive tactics, and firearms programs for the highway patrol basic and in-service classes throughout his career. Additionally, he also maintained instructor certification and served as an instructor for firearms, defensive driving and tactics, ground defense, and National Safety Council defensive driving. "Capt. Felder has devoted more than 10 years to instruction, training and workforce planning within the highway patrol," said Col. Kenny Lancaster Jr. in the release. "He has the knowledge and expertise to provide the excellent training for new recruits and to ensure the current (Department of Public Safety) officers receive outstanding continuing training." Felder lives in Lexington with his wife, Cheryl, and two children. He is a native of Sumter and attended Sumter High School. "I feel fortunate to be called upon to manage the training and instruction for highway patrol recruits and in-service training for our troopers," Felder said. "It is an honor to be a part of something each day that will contribute to the safety of our troopers and quality of service we are able to provide to the motoring public."
