Born on Feb. 13, 1950, in Florence County, he was a son of Miriam Hatchell Powell and the late Augene D. Powell. He retired from the U.S. Air Force and was a veteran of Operation Desert Storm. He was employed as an operations manager for Canyon Regional Water Authority. He attended Grace Baptist Church. He was a member of the American Legion and the Sumter Elks Lodge. Survivors include his wife of Sumter; mother of Pamplico; a son, Michael Joseph Powell of Odessa, Texas; two grandchildren, Isaiah Thomas Greenway and Katherine Elizabeth Powell; two brothers, Gerald Powell of Texas and Wayne Powell of Pamplico; and a sister, Wanda Pearson of Turbeville. He was preceded in death by a brother, James Powell. A funeral service will be held at 11 a.m. on Thursday at Elmore-Cannon-Stephens Funeral Home with the Rev. Dr. Steve Williams officiating. Burial with full military honors will be at Fort Jackson National Cemetery. The family will receive friends from 10 to 11 a.m. on Thursday at Elmore-Cannon-Stephens Funeral Home.
