COLUMBIA - Major James Lee Spratt, U.S. Army (Ret.), age 91, died Monday, July 2, 2012 at the Agape Hospice House in Columbia. Private burial with full military honors will be in Fort Jackson National Cemetery. A memorial service will be held 2:00 p.m., Friday, July 6, 2012, at North Trenholm Baptist Church. The family will receive friends following the memorial service at the church. Dunbar Funeral Home, Devine Street Chapel, is assisting the family. Major Spratt was born in Fort Mill, S.C. on October 16, 1920, the son of the late Colonel Thomas B. and Eleanor Mason Harris Spratt. He attended elementary school in Fort Mill and Bailey Military Academy graduating from York High School in 1938. He was educated at Presbyterian College and Clemson College. He enlisted in the regular Army in 1940 and after graduating from Infantry Officer Candidate School at Fort Benning, Ga. in 1942, was commissioned a 2nd Lieutenant. During his 24 years of military service, he served his country with honor and distinction, including combat in the Pacific Theater of Operations and the Korean Conflict. He was awarded the Bronze Star for heroism four times and fifteen other medals and citations for exemplary service. He authored 2 books, "Military Trial Techniques", "They Left Their Mark", about the United Nations Prisoner of War Command in Korea. After retiring from the U.S. Army in 1964, he was chosen by the York County Legislative Delegation to organize a community action agency, Carolina Community Actions, to obtain funding and develop programs to serve the low income population in York and later Chester, Lancaster and Fairfield counties. In 1967, he was selected by Governor Robert E. McNair to be the Director of the State Economic Opportunity Division in the governor's office, a position that he held for 20 years under 4 different governors. He was also elected Chairman of the National Association of State Economic Opportunity Offices three different times. He was a member of North Trenholm Baptist Church, where he served as a Deacon, Sunday School teacher, Church Moderator, and on numerous committees. He is survived by his wife, Frances A. Spratt; daughter, Jean Spratt (Bill) Jackson of Columbia; sons, James Lee (Beth) Spratt, Jr. and Thomas B. (Alexa) Spratt, III of Fort Mill, Edgar F. (Karen) Spratt of Lexington, SC and Charles G. (Shannon) Spratt of El Paso, Tex.; 11 grandchildren; 6 great-grandchildren; nephews, former Congressman John M. Spratt, Jr. of York and John Spratt Bacot of Greenwood; nieces, Jane Spratt McColl of Charlotte and Gary Bacot Spinks of Columbia. In addition to his parents, he was predeceased by brothers, John M. Spratt, Sr., Thomas B. Spratt, Jr., John Leonidas Spratt and sister, Eleanor Spratt Bacot.
