Born in Sumter, he was a son of the late James Samuel Shirah Sr. and Peggy Jean Graham Shirah. Mr. Shirah was a retired long distance truck driver. He was a U.S. Army veteran during the Vietnam era and also served in the U.S. Navy. Surviving are one daughter, Erica Shirah Boland (Kevin); one son, Joseph Franklin "Frankie" Shirah Jr. (Bambi); two brothers, James Samuel "Sammy" Shirah Jr. (Carol Ann) and John Christopher "Chris" Shirah (Wanda); two sisters, Patricia Shirah Reber (William) and Carol Shirah Richburg; three grandchildren, Ali Lea Shirah, Colton Jace Shirah, and Rylee Grace Shirah; numerous nieces, nephews, great-nieces and great-nephews.
