Horne drowned in a private pond after fleeing a driver's license checkpoint on Havenwood Drive, about 4 miles south of Sumter, about 7:25 p.m. on Wednesday. According to a news release from Sumter County Sheriff’s Office, deputies saw Horne stop his vehicle and turn quickly onto a side road in an attempt to elude officers. Horne later got out of his vehicle and ran into a wooded area between houses in the area. Residents pointed deputies in the direction Horne fled. Deputies pursued Horne until they heard noises coming from a small pond and spotted Horne in distress about 25 feet from the shore. A deputy dove into the water in an attempt to rescue Horne, but the shock of the cold water caused him to come back toward shore, according to the release. A second deputy on the scene helped the first deputy from the water, and EMS and divers were called. Divers from both the sheriff’s office and Sumter Fire Department responded to the scene. Horne's body was recovered from about 15 feet of water by a fire department diver. No first responders suffered significant injuries. Sumter County Sheriff Anthony Dennis has called in SLED to investigate in the incident. Horne drowned in a private pond after fleeing a driver's license checkpoint on Havenwood Drive, off of U.S. 15 South, about 7:25 p.m. on Wednesday. According to a news release from Sumter County Sheriff's Office, deputies saw a driver stop his vehicle and turn quickly onto a side road in an attempt to avoid the checkpoint. A deputy activated his blue lights and pursued the vehicle for a short distance through a driveway and into a yard before Horne jumped out of his vehicle and ran into a wooded area between houses, states the release. While driving through the neighborhood looking for the subject, deputies were stopped by a witness who directed them towards his backyard. Deputies drove towards the area and reportedly heard noises in the vicinity. While investigating on foot, deputies spotted Horne in distress in a small pond behind the residence, some distance from the shore. One deputy entered the water in an attempt to rescue Horne but was forced back to shore because of the depth and low temperature of the water, states the release. Divers from Sumter County Sheriff's Office and Sumter Fire Department responded to the scene and a fire department diver recovered Horne's body from about 15 feet of water. "This is an unfortunate situation and our thoughts and prayers go out to the family," said Sumter County Sheriff Anthony Dennis in the release. "I regret that this individual's actions caused his death." Dennis said he has requested South Carolina Law Enforcement Division's assistance with the investigation since a fatality occurred in an incident involving county deputies. He said an internal review on Thursday showed that the deputies acted properly and according to policy. "I feel confident that after an investigation by an independent agency, they also will determine that our officers acted properly," he said. Born in Cleburne Texas, he was the son of Vickie Ann Tucker Horne and the late Roger Lamar Horne. Mark worked as a carpet installer. He loved to race cars and was the youngest to ever win a race at the Sumter Speedway and won several other track Championships. He will be remembered as a very loving son, father, brother, uncle and friend. He will be dearly missed by all who knew him. Surviving in addition to his mother are a son, Dallas Gabriel Horne of Sumter; four brothers, Darby Tucker of Texas, Marty Horne, Matthew Horne and his wife Samantha and Joey Wisman all of Sumter; four sisters, Dana Horne Hill and her husband Adam, Melissa Horne, Melinda Horne all of Sumter and Tracy Horne Bentley and her husband James of Summerville; and special nieces and nephews Alyssa Horne, Justine Horne, and Sebastian Mitchum all of Sumter.
